Gov. Brown's cap-and-trade compromise is a giveaway to the very polluters causing climate change

A letter from Nick Stern was published in the LA Times ahead of the senate vote in California on whether to extend the state’s cap and trade system. The system enforces limits on carbon emissions and requires polluters to obtain permits for emissions.
